Less than a week after emergency care and ambulance service were restored to Long Island College Hospital, Cobble Hill residents headed to the polls to vote for candidates in the primary elections. The board of SUNY Downstate, which operates the teaching hospital, has long tried to close the hospital, saying it loses $4 million a month.  The fate of the 156-year-old hospital emerged as a major election issue for local residents and hospital employees.
