The city’s Department of Housing Preservation & Development continues to work with construction companies that have been found liable for wage theft.

At least five companies accused of mistreating workers by underpaying them and creating unsafe working conditions have contracts to build affordable housing through HPD, according to an analysis by New York Focus.

Experts say that despite years of advocacy against these practices, wage theft remains customary for a broad swath of the building industry.
